MaineCare Publishes First Quarter 2026 Performance Metrics for Non-Emergency Transportation Service Providers: On-Time Performance Rises as Company Delivered More Than 94,000 Rides a Month to Mainers during Q1 2026

PORTLAND, ME – June X, 2026 – MaineCare, Maine’s Medicaid program, recently published Q1 2026 performance metrics for the State’s non-emergency transportation (NET) providers. The results reaffirm what five consecutive quarters of leading performance have made clear: ModivCare is the proven and trusted standard for reliable, high-quality NET services in Maine.

For the fifth consecutive quarter, Modivcare exceeded all key State performance benchmarks, delivering over 94,000 monthly rides to Maine residents while outperforming competitor benchmarks across every major service indicator. These results are not simply a reflection of success – they are a signal of what Mainers who depend on non-emergency transportation can expect going forward.

Modivcare's on-time performance (OTP) rate reached 93.06% in Q1 2026 – exceeding Maine's 85% minimum requirement by more than 8 percentage points and marking the ninth consecutive quarter the Company has surpassed both the State threshold and all competing providers. Critically, OTP improved from the prior quarter, reflecting Modivcare's commitment to listening and responding to feedback, leveraging those learnings to deliver operational improvements that Mainers experience every time they reach their appointments on time.

For Q1 2026, Modivcare completed over 55% of all NET trips completed by all providers statewide – the highest volume of any provider in the state. Despite providing the highest volume of trips statewide, Modivcare missed fewer than 2 trips per 1,000 scheduled rides, compared to our competitors who missed between 3 and 6 trips per 1,000 rides. This continued high performance demonstrates that Modivcare delivers the highest quality of service in the state –providing consistent, safe, and timely transportation to all Mainers while outperforming competitors in both ride volume and missed trip rates.

Modivcare's complaint rate held at just 0.07% – 7 complaints per 10,000 rides – representing a 0.02 percentage point improvement from the same period last year. For a provider operating at this volume, that figure reflects a disciplined, member-centered approach to service delivery that is built to sustain and improve over time.

“Our continued excellence in delivering safe, reliable, timely transportation demonstrates the dedication of our local team and provider network to the Mainers who depend on us to access essential healthcare services,” said Edward Hoffman, Senior Vice President, National Transportation / Mobility Operations and Strategy at ModivCare. “In January 2026, we testified before the Committee on Health and Human Services and reaffirmed our commitment to strengthening our operations and delivering the highest quality of NET for all Mainers. Five consecutive quarters of leading- and improving- performance proves we’re delivering on that promise, and we have no intention of slowing down.”

Modivcare remains committed to partnering with State leaders, healthcare providers, and community organizations to expand access to care across Maine. ModivCare looks forward to building on this record and continuing to deliver the quality, consistency, and reliability that Maine's most vulnerable residents expect and deserve.
